Gut feel, how prevalent do you think that is?  I've been managing people for 30 years, with four major layoffs under my belt.  It's happened to me one time in all that time.

FWIW, in my experience it is pretty common. It may depend a bit on the demographics, but the first major layoff I ever had to manage was made up of at least 25% volunteers. They were younger people who just didn't want to stay in the business we were in, knew it, and figured the severance was money they wouldn't get when they eventually quit. Many years later I had two people volunteer for layoffs that weren't going to apply to our part of the company (oops). They were disappointed that they were simply going to have to quit :).
