It was a number of years ago, but I had a friend who was a residential developer in the East Bay. When they received a permit to cut down a tree in a residential neighborhood, they used to have the logger on-site at the moment the permit was granted and they would notify that person via phone to cut down the tree, otherwise some well-meaning person would file an injunction to prevent the logging. Seems like it's easier now...
