However, if there was an agreed "clean up" requirement and an observer from the BLM there to ensure compliance, the big problems could be eliminated. It would cost the loggers some money, but if they knew that going in, they could adjust their pricing/bidding appropriately. It could also be a combined effort, with a replanting crew from the Sierra Club accompanying/following the loggers. It is more of a "can do" approach to the problem.
