Agree that set-up or no, Pelosi should have known better.  Asking the Salon if it's legal is not really a defense; despite the shifting landscape, the city of San Francisco clearly state what can and cannot be done:

Personal care services can open outdoors

Haircuts, nail, skincare, and massage services can operate outdoors, next to a licensed business. There must be at least 6 feet of space between customers who are getting a service.

Plus the optics are awful for her.

Agree with others that she should have just said "I made a mistake".  Next time I will check with the city guidelines.  Unfortunately we live in an age where admitting a mistake is considered weakness, and it is better to blame anyone but oneself.
