public health always involves the compromise of individual freedom. not ok to poop in a reservoir. not ok to leave standing water on your property breeding mosquitoes. not ok to work as a chef without washing your hands. to be more prosaic, not ok to smoke in (many) public places, not ok to drive without a seat belt. that said, it did take a few years for folks to get used to smoking prohibitions and the seat belt mandate.
epidemics up the ante. not ok to sleep around without a condom if you have hiv. not ok to socialize freely (speaking of masks) if you have active pulmonary tuberculosis.
