It wasn't just Trump's team that was not tested by the debate's clinic. Biden's team too. It was allowed that both teams could submit their own test results.

Maybe they did purposely arrive too late, but it's hard to tell if that was the intent as it seemed to be allowed in the guidelines.
I think I read somwehere else that the guideline was that there had to be a negative test within 72 hours of the event (which does lead to lots of time for the virus to rear its ugly head).
