Indeed, if it were really a policy disagreement and not a strictly political disagreement, it would seem the Senate could pass something. Note that I was not saying the House bill is a bad bill. What I was saying is that if one has issues with parts of the House bill, pass the part you don't have issues with. That way, the American people get the help that we have a consensus about. Argue about the rest later.
