It’s not a question of whether America’s enemies will try to exploit this situation, its just a question of how far they might go.
Most likely, they will just “push the envelope” stealing secrets, possibly assassinating minor figures, nothing open and bold enough to demand a major response. But how can America investigate upticks of secrets disappearing, or random lower level allies “getting sick” when its leadership is wiped out.
Just a smidge of speculation here masquerading as certainty.
And as to your question: one answer might be "because they're not 'wiped out' (or even feeling sick)" - i.e., they can still do their jobs. I know the (often) unspoken narrative is that "contracting Covid = incapacitation." And other than being not true for the vast majority of those testing positive, it's a great unspoken assumption . . .
