This seems fairly obvious to me and has been something I've been saying since the beginning. It's cumulative exposure time, and you also have to take into account the environment that can be accumulating virus if enclosed and not ventilated.
Likewise, the fact that six feet social distancing can be further elaborated is obvious. The public message has to balance complexity that reflects our current understanding and simplicity that the general public can understand and handle.
