I don't think her decision is based on scientific fact or probability. Outdoor transmission is not zero, but it's a lot less than indoor transmission, and in fact is likely not going to result in hundreds of infections. Second of all, I don't think the majority of fans are from Santa Clara County. The impact on the county if there are 15,000 fans, of whom maybe 6,000 are from SCC, isn't going to be statistically significant. I don't see any logical basis for this stance.
