It also has the advantage of attacking the disease where it is a problem, not where it is not a problem. Reducing spread in "hot spots" is good for everybody, not just the people who live there. It may turn out that changing the requirement to "live or work in a high risk zip code" is better from the public health point of view, but IMHO either criteria is a good one.
