I absolutely agree with that, as I would agree with
"The economy will receive a substantial boost as soon as we can have football stadiums safely opened to crowds nationwide."

Whenever we can do things safely in widespread groups, then we are, by premise, safe.    To me the original statement is equivalent to "The economy will receive a substantial boost as soon as we can gather in groups safely."  Whether it mentions schools or pro wrestling venues is immaterial.  To take agreement to the statement as saying anything about schools is silly.

But I would strongly disagree with what some here seem to think it says
