MLB celebrated and promoted the home rune race by McGwire and Sosa in 1998 and EVERYONE knew they were juicing. Bonds, a much greater talent, watched that foolishness and decided to join MLBs party. MLB welcomed him and profited nicely off of it. Their testing program began in 2003 but was very limited in the early years because MLB didn't really want to catch anyone. The gambling analogy is apt. MLB treated steroid use the way Louis enforced gambling at Rick's in Casablanca. "I'm shocked, shocked to find that gambling is going on in here." "Your winnings, Sir." "Oh, thank you very much."
I don't like Clemens or Bonds based on their personalities, but the steroid era players with clear HOF talent like Clemens and Bonds should be in.
