Many of my finals both at Stanford and after Stanford (and when I was a professor) were take home exams, where the same issues arise. They were all open book, and they were all in a format that did not lend itself to cheating; there was no right or wrong answer per se, and grades were based on the strength of the argument. I was able to do that when I taught statistics courses, so it should be possible even for most techie courses.
