Answering the question above:
The California rules require face masks by the non-active players. 

On June 18, CDPH issued Guidance on the Use of Face Coverings, which broadly requires the use of face coverings for both members of the public and workers in all public and workplace settings where there is a high risk of exposure.  All of those involved in collegiate athletics, including coaches, staff, media and players not engaged in play, are subject to these requirements.

The Santa Clara County order makes it absolutely clear:  "Only athletes who are actively engaged in athletic activity may remove their face coverings."    Some of the visitors as well as the home team and a referee didn't follow the rules (masks & distancing) in the Stanford - Cal Poly game.  (I emailed my concerns to Stanford.)
