Answering the question above:
The California rules require face masks by the non-active players.
The Santa Clara County order makes it absolutely clear: "Only athletes who are actively engaged in athletic activity may remove their face coverings." Some of the visitors as well as the home team and a referee didn't follow the rules (masks & distancing) in the Stanford - Cal Poly game. (I emailed my concerns to Stanford.)
