If he is truly "in charge", then he could require the State to demonstrate a working "last mile" distribution system to the command's satisfaction before delivering any clinical grade vaccine. I would hope that is the case, but I suspect that you are correct and his responsibility ends at the distribution points. I certainly support letting the State handle the last mile distribution in conjunction with local officials. They know their situation best and have the best chance of success. I also support expecting a working plan before entrusting the State with the real vaccine. The State should want that too, because nobody here wants to fail.
