Isn't the issue less about hospital beds than medical personnel to staff them? My sense is that staffing shortages are likely to be more a problem than physical bed space?

Yes. It seems "beds" is being used as a catchall term. You can easily report a number of beds. Much more nebulous and difficult to indicate how many ICU trained personnel are available, especially because they can conceivably come from anywhere.
