I really prefer looking at official or authoritative sources rather than some tweet by someone whose agenda is unknown to me.

I believe these are Sweden's numbers on people in the  ICU.  Whether the ICUs are full or not, I can't say, but the absolute numbers appear about half of what they were in April & May.  (Stats from earlier in the year)

The only specific things I found on guidelines for triage were in a news outlet that was putting things in their own light.  It appears the guidelines were updated between March 19 and March 29.
