I wish the rose bowl had held its ground.   Hey playoff committee we tried to change the rules but no fans. We are still ready to have the game.  Screw Nd and the rest if they don’t want to come west.  Don’t come.  If you move it even tho we are ready to host don’t call it the rose bowl and we will host nw and Oregon.  Entire season is a joke anyway.  

It may be that the rose bowl committee is worried/has heard that maybe you should let this happen because if things keep getting worse you might not even have a game with zero fans.

My understanding is that the decision was made by state government. The Rose Bowl asked for an exemption and they said no.

There are dozens if not hundreds of sporting events that have taken place with a significantly reduced number of fans. I don't know any of the results in terms of COVID spread, but I would think that if any of them were "super spreader" events we would have heard about it.

This wasn't about whether the event could be conducted safely or not. It was about overzealous paranoia in state government and an ongoing unwillingness to "follow the science"
