I'd love to know who these people are with fully paid homes and no debt who make $75k. Presumably they don't live anywhere near the Bay Area, LA, NYC metro, DC metro, Portland, or Seattle.

There are loads of people in the USA that own their home and make less than 75K.  Lots of places in the USA the home values are less than $150K, so the types I noted are not hard to find in....Kansas, Nebraska, Oklahoma, Mississippi, Ohio, Kentucky Indiana, and many purple places too.

Same for the adult kids living at home.   Those types may spend the money on a car or whatever, but if they are living at home they could save the money and try to continue to build enough to eventually rent a place.   However if given the $2000, without safe job prospects, the family likely would encourage that child to stay at home.

These types of people exist even if they don't exist in the SF Bay Area.

The state's with large urban areas that are logically more vulnerable to a contagious pandemic will get relief in 2021.   The players in DC know this so the game right now is a very short term game.   For some reason DJT is not exactly a logical player, but I guess it works for him as a large number of his most passionate followers have ditched many things that were long held GOP positions.
