Unfortunately, you are incorrect. There isn't any such option at all. Congress can say what they wish. Trump can "pocket veto" this bill and no force on earth can gainsay that action, save an impeachment. Probably not enough time to do that even if there were enough votes in the Senate.

What do you mean? Everyone in Congress can make demands for the bill that passed Congress by a 88% margin to be signed by POTUS or vetoed. Doesn't mean he has to sign it, or proactively veto, but they can make the demand. By the same token, Dems in Congress can also demand POTUS gets behind a separate bill for a $1,400 supplemental payment and pressure Republicans to vote for it.
