What do you mean? Everyone in Congress can make demands for the bill that passed Congress by a 88% margin to be signed by POTUS or vetoed. Doesn't mean he has to sign it, or proactively veto, but they can make the demand. By the same token, Dems in Congress can also demand POTUS gets behind a separate bill for a $1,400 supplemental payment and pressure Republicans to vote for it.
