I think it probable that many of us are assuming that there is some kind of conspiracy or plan behind what is going on at Stanford. It has been my experience that there usually isn't. Various underlings need to justify their existence either to themselves, their boss, or to their peers. As a result, they have to do something. What they do may often make no sense, but it meets their needs.  As is often the case, Dilbert has it right.
