I consider a defensive specialist/server who plays in a regular rotation in every set to be a "starter," just not a 6-rotation player. But YMMV!

That makes sense. I guess I was thinking more like basketball, where there's a starting 5 plus several players in the main rotation who always play a lot but don't start. But in VB, whether someone who isn't a 6-rotation player is on the court at the start of a set depends on what rotation the coach chooses to start in. So literally "starting" isn't significant; what matters is if you're in the main rotation, so everyone in that rotation is in a sense a starter.
