I don’t watch a lot of women’s basketball so I don’t know how the rule is generally applied, but in the men’s game and the NBA that’s a dead ball situation 9 times out of 10. As others have noted, under the letter of the law the ball has to be intentionally kicked to result in a whistle. Similar to traveling, how the rule is written and how it’s applied don’t always match up. I believe the disconnect is what led to the confusion on the broadcast.
