Yup, 21 pitches.  There’s been a 22 pitch PA in spring training, but Belt’s was the longest during a game that counted.

Of course, there are no records of how many pitches batters saw in a single at bat prior to the modern era.  I suspect guys like Willie Keeler saw a ton of pitches back in the day…..
