I have corresponded with many parents of indoor Stanford players through the years.  I have never heard of any restriction on a potential recruit talking to other programs.

Ultimately, that depends on what the coaches meant by "participating in recruiting" (the term used by the OP).  In the narrowest sense of the phrase, it might mean that she cannot verbal to another school, which is commonly understood.  In the broadest sense of the phrase, it means not talking to another program at all, which seems unduly restrictive.  That's why I suggested being candid; other schools know that a Stanford admission is not guaranteed, and would understand that a verbal commitment to Stanford could change because of admissions.
