I don't think the answer is to add more teams to the conference, at least not for football. There aren't enough (any?) teams in the west that add value in terms of dollars, academic prestige and competitive programs.
I think the answer is something that was brought forward but never really implemented - a more formal agreement with the BIG10. Reduce the number of PAC12 conference games to eight, and schedule one or two games per season between the BIG10 and PAC12 teams. Gets more people watching PAC12 games with some very good schools.
