I agree with this policy. However the admit rate for Arizona, ASU, and Oregon State is above 80%. Without looking it up I would bet the admit rate of Baylor, Texas Tech, and TCU is less than that. Of course there is a lot more that goes into it. I'd have to look up those three Big-12 schools to see if they are considered research institutions with post-grad programs and other criteria.
