You for sure can't without legislation. With legislation, it would be possible. Passing such legislation will partially depend on what the student-athletes would be willing to accept. Ideally, all the stakeholders could agree on something. I would hope some kind of a pooling of all NIL fees would be approved by the student athletes, but that obviously remains to be seen.
