I think most streaming (and, I assume, cable and OTA) broadcasts use a compression algorithm to transmit the signal. One thing I've noticed about digital compression algorithms is that they are efficient when things are not changing much from frame to frame. However, when there is a lot of action, or the camera is panning quickly, the algorithms are less efficient so they are forced to degrade quality to keep a similar size file. I think that's why the picture gets sharper when the camera stops moving.
