This is BS. WSU should be required to start the game with the players they have available. If a player needs another test, he should stay in the locker room until he is cleared to play. If they don't have enough players to start the game, they should forfeit.
Alternatively, perhaps they have enough players but have already had one positive test which, if confirmed, would require the isolation of numerous other players. This might also explain why the WSU players returned to the locker room.
Personally, I am not optimistic that this game gets played. Can't see why there would be such a delay unless the whole game hung in the balanced of the test. And there aren't too many scenarios where that would be true, and most of them aren't good.
