Absent contractual agreement to the contrary, wouldn’t employment be at will? So a school could cut an underperforming player anytime (and bring in a replacement?). At least right now a school cannot cut a scholarship athlete in the middle of the year. 
Could a conference’s schools agree to limit FB rosters to say 60 players without running afoul of antitrust laws if there is no CBA?
Some sort of CBA is badly needed but good luck getting one in place quickly.
