Watched the video. I think he was looking for a slap on the hand aka a "good game" sarcastic gesture and then when that's clearly not happening he pulls his hand away and touches her in the middle of her chest as his forward momentum causes it to contact her.
Is it bad sportsmanship? Oh you bet. Is it worthy of a suspension? Not in a million years.
