Is that different from the current state? The NCAA has little authority over anything financial. It maintains the system of recruiting and academic eligibility and administers championships except for FBS football. Everything else is pretty much the Wild West. There is no administrative authority by any governing body over NIL. I think that is what the coaches are looking for, some kind of NIL authority or guardrails. But the Supreme Court decision has scared the NCAA from stepping in. Conferences too.
