The point of the article is that time outs are much more valuable at the end of the half/game, and that taking the delay of game penalty is actually less of a penalty than using an operational time out, and almost no amount of genius playcalling overcomes that.  Yes, there is a good chance that you don’t need the time out at the end of the game.  But if you do, it can mean the difference between winning and losing.

Because of this, coaches would be better off with a fail safe play to which the QB defaults if time is running out.  Basically, in terms of value “generic play” > DoG penalty > operational time out.
