Watch the slow mo at :57 from the opposite angle. You can see when the snap occurred; I don’t think Skov had crossed yet. Really hard to tell because he was on a full on sprint, but I think he was still onsides.

Running it back and forth, Skov is behind the line of scrimmage when the snap starts, but we’ll into the neutral zone when it ended (ball left the center’s hands). I think the offsides definition requires the defender be in the neutral zone before the snap, which I take to mean before the snap starts.
