The immediate eligibility transfer rule was established after a vote by the NCAA Division I member schools. From the list above that Samuel has posted of P12 transfers, this process is working well enough for a majority of P12 schools. Sure, they lose some players every year. But they have a ready pool of 1000-2000 players from other schools to replace them.

In fact, the NCAA member schools are considering a rule change that would LOOSEN transfers even further.

The rule currently requires a player to sit out one year after a second entry into the transfer portal. The Division I Council is proposing that the NCAA completely get rid of the one-time part of its transfer portal rule. This change would allow players to play immediately regardless of how many times they transfer from school to school.
