The Big Ten already has three of the four TV windows locked up (Pacific Time - morning, early afternoon, late afternoon/early evening). They are interested in securing the fourth window - night. The answer to that is adding four teams from the Pacific Coast into the fold. That would give the Big Ten quality games in every window. The night games would be an add on to the current contracts via a streaming service.
If (a big if), the streaming service pays a sufficient amount to offset the hit to the existing B10 schools that would occur by adding new members, it could happen. The key, I think, is what kind of share would the new members receive - it would probably require less than a full share initially to balance the current Big Ten members books (keeping in mind a less than full share will probably still be more than the P10 will be paying out in full shares after their new TV contract).
