Actually, your "6th best" is not out of 12 kickers, since there are a few kickers who don't have enough attempts to show up on the stats that you and I are likely both looking at (ESPN). Colorado's kicker is 4/5 on the season and Washington's kicker is 4/6. So in reality, Williamson is 8th best out of 10 kickers with enough kicks, and 10/12 among all kickers.
And even if 58.3% were the 6th best FG percentage out of 12, that doesn't necessarily mean 58.3% IS the average. For example, if there are 3 kickers, one is 10/10 = 100%, another is 0/5 = 0%, and another is 5/10 = 50%, the average is not 50% or the one who has the middle FG%. In fact, the average is 15/25 = 60%.
I'm too lazy to go and calculate the total FG% in the league to get the real average FG%. I will simply reiterate that there are only 2 Pac-12 FG kickers (among those who qualify with enough attempts in ESPN) with lower FG% than Williamson. That's below average, by any standard.
