Yeah, I would expect that at the very top schools, having outbound transfers is a way to get rid of deadweight. In the past, a player who might have been over-recruited by a younger player might have stuck around for four years (or been forced out); now they see the writing on the wall and leave on their own accord, allowing the program to bring in more 5* recruits.
