just an anecdote that neither supports nor opposes this change in policy
I was in a midterm which was closed-book but IIRC we could bring in a page of notes or something. As we finished, I noticed a guy a few rows in front of me clearly using his book. I did not know his name nor do I now. I did report this to a TA. AFter the following class the TA and professor pulled me aside and let me know that they investigated, and believed it to be an honest mistake--which I totally believe to this day.
