Looks like the water managers are taking a wait-and-see approach to the El Niño conditions given the high number of reservoirs with water levels above average for this time of year. Of course those averages include many drought years so perhaps that's not surprising. I do notice the lower reservoirs are more empty, no doubt to give some buffer if there is a need for the higher elevation reservoirs to dump water quickly. (Ex, Friant at 30%/83%. Next stop is flooding the San Joaquin channel with no lower reservoir).
