This was the closest. The correct answer (at least according to the Economist) is Australian Rules Football. Total attendance of just over 8 million (List of attendance figures at domestic professional sports leagues - Wikipedia) in a country of 27 million people... pretty impressive (a ratio of 0.3). To compare, MLB has the highest total attendance (68.5 million or so), in a country with a population of 330 million, a ratio of about 0.2.
