it's probably the same 3rd party folks who do the "commitment" or "signed" content that gets posted.   I'm sure the 3rd parties who do this can do it quickly and cheaply.

Is there a popular 3rd party company that athletes use?  (Some of the announcements look very similar.)
Do the families pay out of pocket?
Do they have the cooperation of the schools for photo rights to the player images and permission to use school logos?
