The coalition referred to the NCAA’s implemented transfer rules as “a no-poach agreement between horizontal competitor member schools that serves to allocate the market for the labor of NCAA Division I college athletes.”

most colleges limit how many units you can transfer in with so (Stanford at least used to take up to 90 units of the 180 needed to graduate) if someone transfers after their academic junior or senior year they will likely have a difficult time graduating from their new university before their eligibility expires....but that's probably a minor concern for most players who end up transferring two or three times....
