How many schools really want to be able to use NIL in recruiting?

IMO they all do :-). What they don't want is their competitors being able to do the same (or "worse"). NIL is one of those "ideas" that after a little experience in the "wild west" situation, "management" decides that regulation of some sort is desirable. Since the NCAA can't legally do it (apparently), the movement toward government regulation is gathering steam. Even the Alabamas, Michigans and Georgias are moving towards wanting it, not because they fear schools like Stanford will beat them out, but rather because each other might.
