Collective bargaining will be tough given the disparate aims of the various athletes, let alone the various schools. Football and MBB will have different aims, in turn with different aims from the "nonrevenue" sports athletes.
I think it would be hard for any one union to be able to collectively bargain for all college athletes, and similar will be hard for any one entity to bargain for all the different schools. More realistic to me would be some process where a men's football player union makes deals with individual schools or conferences. Once schools know their financial commitments for what's probably their biggest ticket item, they will know what money they may have left to sign deals with MBB, WBB, and so on down the line of diminishing revenue or importance/legacy/whatever.
Probably Congress will need to pass some law regarding employee status. More guidance for title IX would be good but probably not politically possible to revise it in a way that legitimizes the current operant statusĀ of equal "opportunity" but not equal dollar distribution. Probably will need a favorable court ruling rather than new legislation.
If women's salaries need to match men's salaries, not many schools will really be able to support an AD with more than a few sports.
