I haven't looked at this case carefully, but I note that the same judge previously issued an absurd sounding mandatory injunction in a case about homelessness policy, and the 9th Circuit overturned that one:  https://lamag.com/featured/skid-row-home...overturned

Although this is a different case with different facts, I would not be shocked to see the same thing happen again here.
