Here's is the bill text. Not really a lot there. Seems the schools themselves monitor for compliance, and if they break the law they themselves are the ones who have to tell the state. If they do break the law then they have to write a report about the legacy numbers for that year, and the state can publish the name of the school and the report. No students are identified in that report.

Maybe SC and Stanford simply stop asking about legacy on their apps and use their alumni/donor database to fill in the blanks. Maybe the law is so intentionally toothless so as to avert legal challenge or perhaps to allow the status quo to more or less persist while still garnering some positive headlines on something that most voters think is bad.
