Yes, the donations to the endowment are almost entirely dedicated to specific causes. There are virtually no big donors who say "spend it however you want". They donate for their own personal reasons and the university is contractually obligated to follow their directive.
Here is perhaps a little irony. I recall Charlie Weis saying Stanford is the gold standard for the combination of academics and athletics. The implication was Notre Dame could learn from Stanford how to combine the two. Of course, it's a completely different world now for college athletics.
